### Terminology

**Emissions to water**

> Means direct emissions of priority substances as defined in Article 2(30) of Directive 2000/60/EC of the European Parliament and of the Council and direct emissions of nitrates, phosphates and pesticides.
>
> "Priority substances" means substances identified in accordance with Article 16(2) and listed in [Annex X.](https://eur-lex.europa.eu/legal-content/EN/ALL/?uri=CELEX:32013L0039#d1e34-12-1) Among these substances there are "priority hazardous substances" which means substances identified in accordance with Article 16(3) and (6) for which measures have to be taken in accordance with Article 16(1) and (8); (EU).
